On January 15, a grand jury in Titus County issued an indictment against Edward Daniels Thatcher, 72, from Heath. Thatcher was the city manager of Mt. Pleasant from 2019 until his resignation in May 2024, according to city officials.
The Texas Rangers initiated an investigation into his management of city funds related to reimbursements for several city council members, who reportedly claimed mileage for travel within the county for official business.
One of the claims involves a council member stating they drove 870 miles around the county for council activities and sought reimbursement for the travel.
The city has indicated that this is an ongoing legal situation, but they have fully cooperated with the Texas Rangers.
